This 'honor code' is a way to fool young men about what they are really doing. Remember the words of George Washington: "Free trade with all, encumbering alliances with none.", thus no need for NAVY Seals. I've met a Brit who served in our Royal Marines, fought in the Falklands and later was an instructor for the Seals. He must have been good.
